Meet the Board of Trustees


Dr. Gilberto Velez grew up in Puerto Rico. He earned his Doctor of Medicine degree at the Universidad Central del Este and Master in Public Health from the University of Texas Health Science Center in Houston, Texas. After graduation he put his training into practice, both clinically and in academia. After his ministerial vocation, education has been his passion. He taught at the Interamerican University of Puerto Rico (Metropolitan Campus) and the University of Puerto Rico (Carolina Campus).

In the past, Dr. Velez has served as a member of the Commission for Christian Higher Education for the Assemblies of God and a board member of the Latin American Bible Institute of the Gulf Latin American District of the Assemblies of God.

So as to continue with his ministerial vocation, Dr. Velez resigned in 1996 from the Laredo State Center, where he served as the director for Clinical Services, and retired from his medical career.

Currently, Dr. Velez is the senior pastor at Iglesia Cristiana Misericordia A /G, a mega-church located in Laredo, Texas. He also serves as chairman of the board for the National Hispanic Christian Leadership Conference, the largest Latino Evangelical Christian organization in the U.S. and Puerto Rico. This organization represents more than 16 million Latino Evangelicals and more than 40,000 churches from different denominations in the U.S. and Puerto Rico. Dr. Velez is the president of the Latino Mega Churches Association, a former board member of the National Association of Evangelicals (NAE), and a former member of the Advisory Board for the Brennan Center for Justice of the New York University School of Law.

Gilberto is married to Zulma Velez, M.D., M.P.H., and has two children, Samuel and Andrew.
